Kim Hymes


Associate Director of Federal Outreach

Kim has more than 10 years of experience as a legislative and advocacy strategist.  Currently, she serves as NCLD’s Associate Director for Federal Relations, Public Policy & Advocacy, where she works to advance policies supporting children and youth with learning and attention issues on Capitol Hill and within federal agencies, such as the U.S. Department of Education.

Prior to joining NCLD in August 2014, Kim served as a senior member of the Council for Exceptional Children’s public policy team. While at CEC, Kim provided counsel on a range of education policy issues impacting students with learning and attention issues, including the Individuals with Disabilities Education Act, Elementary and Secondary Education Act, Education Sciences Reform Act, among others.

Kim holds a degree in Communications, Law, Economics, and Government from American University.
