LD Talk Explores new Learning Disabilities Provisions in IDEA 2004
LDTalk.org's January discussion focuses on the new provisions in the recently enacted Individuals with Disabilities Education Improvement Act of 2004 (IDEA04) regarding the determination of eligibility for students as having a specific learning disability (LD) and its implications at the state and local school district levels. President's Budget for FY2006 Leaves Special Education Short
President Bush released his proposed budget for fiscal 2006 on Feb. 7, 2005. It includes $11.1 billion for special education grants to states. While this is a a $508 million increase over the FY2005 funding level, it is only half of the amount needed to reach the authorized level in the IDEA 2004 law.

Bush Takes on High School Performance
On January 12, President Bush began his push to require high school students to take the math and reading tests now required of younger students under the No Child Left Behind law, the most ambitious item on the president's slate of second-term education proposals.

Comments and Hearing on IDEA 2004 federal regulations
There is still time to provide comments and recommendations to the U.S. Department of Education regarding the formulation of new federal regulations governing the IDEA 2004. Comments are due Feb. 28, 2005.

Requirements for Highly Qualified General and Special Education Teachers
Both the No Child Left Behind Act and the newly amended Individuals with Disabilities Education Act lay out specific requirements for all teachers to be highly qualified by the end of the 2005-2006 school year.

New Guidelines on SLD Level of Significance
The Rehabilitation Services Administration at the U.S. Department of Education has published new guidelines for determining the level of significance of specific learning disabilities for the order of selection purposes for Vocational Rehabilitation services.

National Symposium on Learning Disabilities in English Language Learners
A summary of the proceedings of the National Symposium on Learning Disabilities in English Language Learners, held Oct. 14-15, 2003, in Washington, D.C., is now available. The goal of the symposium was to determine how best to apply knowledge about identifying and assessing learning disabilities in native English-speaking students to the identification and assessment of learning disabilities in ELLs.
