Multi-Tier System of Supports (MTSS) Recommendation for the Elementary and Secondary Education Act (ESEA)There is tremendous momentum nationwide to develop systemic intervention models for both behavior and academics targeting those students most at risk. Congress should build on this momentum and make explicit in ESEA that the coordination of funds between Title I and IDEA is allowable and encouraged to both train teachers and provide multi-tier instruction and support to students. This will also improve access to early intervention, early identification and improved academic and behavior outcomes and ensure resources are targeted to serve all struggling learners as early as possible.The RTI Action Network Founding Partners wrote Congress to recommend including the term ‘Multi-Tier System of Supports’ (MTSS)—frequently referred to as “Response to Intervention (RTI)”—throughout the Elementary and Secondary Education Act (ESEA). There is tremendous momentum nationwide to develop systematic Pre-K-12 early intervention models for both behavior and academics that target those students most at risk. Most Multi-Tier System of Supports (MTSS) programs are referred to globally as Response to Intervention (RTI); however, states and districts may have given them a local name (e.g. Response to Instruction, Problem Solving Model, Student Success Team, or others). More than 40 states have adopted their version of MTSS, and students—including students with learning disabilities (LD)—are benefiting from the early intervention and learning support these locally developed programs provide.
NCLD provides key Policy Recommendations to ensure ESEA allows districts and states to implement Multi-Tier System of Supports.
